Aug 13, 2010 · If your account has a negative balance meaning that you owe them money, you cannot make a withdrawal. If you go to an atm machine your withdrawal request will be denied for insufficient funds. If there are no funds in your account, there is no way that you can still take money out. The bank will be after you to pay the overdraft charges.
