I can't speak for Baltimore County, but I've had similar problems in Howard County. Luckily, both State and County have noise ordinances that I could refer to that local police eventually enforced. Once the neighbor washing his car with his loud music rumbling windows got a $75 fine, the amount of disturbance dropped drastically.
