May 28, 2011 · Also, the council keeps a record of complaints, meaning that if the problem is on-going something can be done about it. I'm in Brisbane, so we do have a measure of what's considered unreasonable barking (more than 5 minutes in any hour). That being said, if these dogs barked for only 5 minutes, I wouldn't think of complaining.
