Ofcom do not deal with individual complaints. They will give you general advice about how to complain to your ISP. You need to go through the ISP's complaints procedure and if it is not resolved to your satisfaction you ask for a deadlock letter which you can can then take to the Ombudsman who will then look into the complaint and make a ruling.

Sep 28, 2017 · BT TV attracted 13 complaints per 100,000 subscribers over the three months. The service has now had more complaints than its rivals in every Ofcom report since mid-2015.
