If the new neighbors resist all the efforts suggested above and are late sleepers, then get your mower out at 7am & fire it up next to their bedroom windows a few times.

20 or so years ago I lived at a house at the end of the mueller runway. It was down the street of tamale house (RIP) and you could literally feel the wind from the planes as they flew over. The noise was horrific, but I was dirt poor. The move out to bergstrom was really a great thing for a lot of central Austin.
