I used Payless in Orlando (not LV) once several years ago and everything you said is true. They were severely understaffed and I waited in line for over an hour. As for the insurance pitch, everybody is ready to decline the coverage, so Payless makes a big deal out of the charges that your insurance wouldn't cover: namely, the lost income for each day the car is in the shop being repaired.
