I have personally contacted paypal regarding this issue . this is the solution email all files or information to them but copy and paste it don't attach files they are not allowed to open them due to viruses and other junk. Email: complaint-response@ paypal.com . I hope it helps.

Oct 14, 2010 · I contact paypal and go through the resolution process. No response from seller so I escalate it to a claim of "Significantly Not as Described" as per paypal instructions. I go through all the steps to explain the reason for the claim and hit enter. 2 seconds later I get an email stating there is nothing paypal can do so they closed the claim.
