Appreciate the solution. Worked on my Windows 10, 64-bit machine running (gulp) Photoshop CS3 (I know, I know! But it doesn't require a subscription!) on a 3840x2160 resolution monitor. There was no way I could have seen the CS3 user interface without changing the high DPI settings to "System (Enhanced)." Perfect now.
