You do have rights under the city noise ordinance which prohibits "excessive noise", even during daytime hours. From your description, it sounds like your neighbor's car would fall under this. I think you have two options: You can talk to the guy yourself and kindly ask him to chill, or you can call the cops and file a complaint under the noise ordinance.
