Sep 28, 2011 · San Jose has strict noise ordinance so I would suggest you call the police (411, not 911), especially if it is after 11:00pm. I totally agree that cheap construction contributes to the noise issue in any residence. In my area, it is obvious that the neighborhood is declining so we can't wait to sell as the neighbors do make me feel uneasy.
