Concerning buses, I once heard part of the reason is the shortage of drivers available to replace the ones who call in sick; now this was a couple of years ago, but it did come from my landlady at the time who worked at the STM (the topic came about as my morning bus commute had gone to shit after two buses in a row didn't show up, and that happened a few times).
