Individuals from Vantage Point (area code is 214 which is Texas) claimed to be arbitrators mediating on behalf of criminal complaints for the county I live in, and also attorneys- I don't know of any law or arbitrating agencies that answer their phone when you call them back with just "hello"- might as well just said 'tsup or "howdy".
