Sep 22, 2013 · Please note that tolerance to noise varies with each individual. However they clearly indicate "The majority of noise complaints to Toronto Animal Services are related to dogs. In most cases, there are reasons why dogs bark. This is how they communicate." I would wager 70% of the calls they receive are from people being passive-aggressive about it.
