    Because there aren't the hours in the day. BBC1/2's schedules aren't full of repeats. BBC3 and BBC4 are there for stuff that BBC1/2 won't or can't make. That's the whole point of the BBC. It would be an absolute travesty if BBC3/4 went and crud like the Adult Channels and BidTV was retained. Stuff crosses over from 3/4 to 1/2 if successful enough.
