Miami-Dade county has an ordinance that says you can't make loud sounds (sounds that can be heard more than 150 feet away) after 10:30pm on the weekends, and 9:00 on the weekdays (I think, not quite sure but close). You can call the police anonymously for anything you want to, I just wouldn't call 911. Definitely call the police department directly.
