I was just checking with my Verizon cell phone. It seems that you have to call Verizon and tell them that you will be in Mexico from Date X to Date Y and to "turn on International Roaming". Apparently you pay International Roaming fees (they should be able to tell you how much, it seemed pretty pricey, several dollars per minute if I read it correctly) for the calls.
