There were two hubs one in West Suffolk General and the other in Ipswich. Suffolk has a higher than average older population with a lot of rural areas to cover and Harmoni needed to meet requirements with the available funds and resources to provide a high quality standard of service from a limited pool of staff who wanted to work out of hours.
