Feb 23, 2013 · Looks like an abandoned housing subdivision where they've constructed the infrastructure (roads, etc), but no houses. There are a few of those areas scattered around FL that were abandoned by developers as the economy tanked. A lot of times, the cops know about these places and leave the people alone unless there's a noise complaint or something.
