Dec 17, 2016 · The police enforce the noise ordinance, I think phoenix is 11pm to 7am basically anything that bothers you would be considered a violation if it comes form a sound system. What was the neighbors response? Since the apartment manager is not law enforcement basically you would need to call in a complaint to the phoenix PD.
