Yes Nathalie parents do have official recourse. Its called Ofsted. Ofsted are pretty good at weeding out malicious complaints particuarly those to do with end of contract finances. The other type of recourse is complaining directly to the minder (we have to follow a specific procedure). And of course parents/clients can vote with their feet.
