After about a month, an adjudicator got back to me and said the FOS can only adjudicate on the terms of the contract between Paypal and myself.

Op should of raised another dispute with the Ombudsman for Paypal limiting the account in retaliation, which is clearly not allowed. FYI Paypal gets billed a few hundred dollars for the Ombudsman's time every time someone lodges a complaint. Smart thing to do is complain MORE, not less. Especially when you're getting ripped off by paypal.

However, I have not known a case where Ombudsman got actively involved and actually did something? Have you ever had an issue with Paypal and how did you go?
