Aug 17, 2014 · As mentioned above, there is no support section on Steam for a refund AND I personally cannot find a complaints section. I'm pretty sure that under UK law (fair trade laws), companies must provide a way for customers to complain for it to operate legally. So is Steam operating legally? I don't know. Certainly not ethically.
