There are only two main taxi companies in Melbourne that service the CBD. Yellow Cabs (13CABS) which have taken over Black Cabs and the other is Silvertop. You have done all you can by putting in a complaint to the Victorian Taxi Directorate. As for the drivers EFTPOS machine not working - that is so common it's just not funny.

Jul 17, 2011 · I know that a dollar amount written on the back of a 13CABS card is definitely not a legitimate receipt. I called the complaints line and quoted the driver ID number, as well as the pick up address and time of the booking. I was told that the Victorian Taxi Directorate no longer issues receipts.
