For example recently at a location always had average NextG reception, got to terrible with external aerial. When I worked in a Telstra call centre as a CSR, we all had access to a system called Cicero (I just remembered the name) which our trainer and which everyone referred to as the formal complaint system.

I found this by ringing my local Telstra Shop and explaining my predicament. If you get stuck you can also call the Office of the Telecommunication Ombudsmen, who can assist you and whom you can lodge an official complaint, external to Telstra's, which they have to reply to and action. Best way to get a resolution, but it can be lengthy.
