I think Jetset is the new name for the YVR Longterm lot which we have always used and are quite happy with. They have a shuttle bus that picks you up from various locations in the parking lot (well marked) and drops you off close to whatever airline you're flying. If you're a BCAA member you get a discount as well.

There have been many complaints about Budget at YVR over the years. A quick search through the forums would have warned you to stay away. That said - most online quotes for ANY rental car agency do not include additional insurance, child seats, etc, unless you check off those items when making the reservations. Those are always going to be extras.
