The AG’s office has a pending lawsuit against him and the company for the hundreds of other similar complaints.

He has the "request price" because he does not maintain an inventory and once you request a price for a particular item, he probably engages in looking for the lowest price he can find and reselling it to you for a slight margin. That also explains why he has a wait before he ships out your item.
