Same thing happened to me! I tried to use my PayPal to pay for something and it ended up "redirecting" my charge to BIllMeLater, WITHOUT my permission! I spent 20 minutes total arguing with both PayPal and BillMeLater - during which time both parties tried to tell me that I had "clicked" a button somewhere authorizing the deferral.

Yes BillMeLater is owned by ebay, same as Paypal is. That alone should alert you to the fact that it's a shady outfit. One which should be avoided. You can file complaints to the FTC complaint assist dot gov website. Just search that term. You can also file complaints to your state's consumer protection bureau.
