I'm not going to defend Pepco completely, but as someone who has outrageous bills with BGE and then also experienced Dominion, Pepco is pretty decent in terms of costs. I haven't had a bill over $60 this year. And I am pretty wasteful. I work from home maybe 2 days a week. I also game quite a bit and my system isn't exactly Energy Star Compliant.
