The carrier has a supervisor that you can complain to, although if there is a postmaster or branch supervisor that you can talk to, that's probably better. We're on a route that attracts postal employees with high seniority, so we typically get workers that have lost their lust for life long, long ago.

Mail carrier here. I would definitely file a complaint with OIG. Delaying or withholding mail with out a hold request from you is a crime. If you're still concerned about OIG not answering, you could try contacting your local congressman/woman. No postmaster wants a representative breathing down their necks about constituents missing mail.
